CLASS SUMMARY
The City of Spokane invites applications for the position of
Solid Waste Collection Manager
NATURE OF WORK:
Under the direction of the Director of Solid Waste Management performs a variety of technical tasks relative to the day to day operations of Solid Waste Collection. Supervises, assigns, reviews and participates in the work of staff responsible for providing commercial, residential and recycling collections.
SUPERVISION:
Work is characterized by a substantial amount of management, administrative, and supervisory duties in the daily operation of the Solid Waste Collections department. Employee reports directly to the Director of Solid Waste Management.

EXAMPLES OF WORK:
Manages the daily operations of the Solid Waste Collection Department.
Plans, assigns, directs and reviews the work of supervisory staff engaged in the day- to-day operation of the Solid Waste Collection Department.
Assists in the formulation of the annual budget, submits data with justifications and recommendations for project priorities and acquisition of equipment.
Develops staffing and capacity plans utilizing operational data and metrics which optimize the delivery of commercial and residential curbside collection services.
Directs planning and assists in implementation of recycling and resource recovery projects, such as curbside collection of recyclables, composting, hazardous waste turn-in, etc.
Responsible for implementing and ensuring departmental compliance with new and existing federal, state and local law concerning the collection of Solid Waste.
Responsible for all facets of personnel management including hiring, performance management, discipline, etc.
Plans, directs, coordinates and reviews the work plan for Solid Waste Collection. Meets with supervisory staff to identify and resolve problems,
assign work activities, projects and programs.
Monitors Solid Waste Collection work flow, reviews and evaluates work products, methods and procedures.
Maintains public contact requiring the exercise of tact and courtesy in investigating and taking action on citizen complaints.
Manages Solid Waste Collections vehicles. Ascertains the operating condition of equipment, provides assistance in identifying cases of vehicle abuse and/or neglect, reviews cost data submitted on vehicle repairs and coordinates vehicle replacement.
Develops and makes recommendations on modifying policies and procedures for Solid Waste Collection.
Works closely with the Solid Waste Disposal department staff coordinating the disposal of refuse at the Waste to Energy facility.
Attends professional training courses, meetings and conferences to keep abreast of the current trends in the field. May train supervisory staff in the areas of new techniques and other special skills.
Works closely with various other City departments on current and advanced planning as it relates to Solid Waste Collection.
Responsible for assisting in the administration and management of the department's financial budget.
Responsible for reviewing and recommending modifications to Solid Waste collection routes.
REQUIREMENTS OF WORK:
Knowledge of effective and efficient methods of refuse collection operations as well as proper care and use of refuse collection and recycling equipment.
Demonstrates effectiveness in application of the principles of supervision, organization and administration.
Demonstrates ability to review, analyze and develop rate structures and the impact on solid waste collection customers.
Demonstrates ability to communicate in writing and orally and make effective presentations to large and small groups.
Performs other duties as assigned by the Department Director.
WORKING CONDITIONS AND PHYSICAL DEMAND:
Work is conducted primarily in an office setting, but may include regular visits to job sites with exposure to adverse weather conditions, noise, dust and fumes. Incumbents in this position are expected to communicate verbally, in person and by telephone. A computer terminal is used and this requires the use of repetitive arm-hand movements. While performing the duties of this job, employee is required to stand, walk, use hands to finger, handle and feel objects and operate a computer terminal. The employee is continuously required to sit, stand, balance, talk and hear. The employee may occasionally lift and/or move objects of fifty (50) lbs.
MINIMUM QUALIFICATIONS
Any combination of education and experience which would provide the required knowledge, skills and abilities, is qualifying, Generally this would include:
Graduation from an accredited four-year college or university with a degree in environmental science, engineering, business or closely related fields.
Five (5) years in progressively responsible positions in management including budgeting, specifications writing, program planning, policy development, labor and public relations, operations management and regulatory compliance.
Five (5) years responsible supervisory experience. Prior experience in Solid Waste Management is desired.
