SUMMARY DESCRIPTION
Under direction, perform a variety of the most complex paraprofessional and technical office and field engineering support work in support of assigned department's services, activities, and functions; perform complex, technical work involved in the design, mapping, and construction of projects; assist in the preparation of engineering plans, maps, and specifications; provide information and assistance to contractors, developers, engineers, and the general public on the City's engineering services and responsibility; and perform related work as required.
DISTINGUISHING CHARACTERISTICS
This is the most advanced, specialist level in the Engineering Technician class series. Incumbents perform the most specialized and complex paraprofessional technical engineering and office support work in support of the department's services, activities, and functions. This level is distinguished from the Engineering Technician III in that Engineering Technician III's perform less complex, specialized technical engineering support assignments.

Assigned supervisory and/or management staff.

Examples of Duties
REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Perform the most advanced, specialized technical engineering duties in support of the assigned department's services, activities, and functions including performing office work, drafting, field work, and related technical functions.
Inspect and evaluate on-going projects, subdivisions, and public improvements, ensuring compliance with construction plans, specifications, and City Engineering standards and direct the work of survey crews as necessary.
Provide training to technicians and others in the use of surveying equipment and field data collection, Computer-aided Design drafting, plotting, and printing; perform field data collection (measuring, surveying) and perform research, prepare correspondence, and analyze acquisition of office and field equipment (computer hardware and software, plotters, copiers/blueprint machines, survey equipment).
Assist in the design and preparation of engineering plans, maps, designs, studies, specifications, and cost estimates in connection with the construction and maintenance of a variety of engineering capital projects; prepare illustrative graphics such as exhibits, charts, illustrations, graphs, and location maps.
Prepare a variety of staff reports, status reports, and technical advisory reports related to capital improvement projects, budgets, traffic issues, contracts, grants, City development, maintenance districts, and related areas and prepare engineering staff meeting agendas as necessary.
Process service charges for engineering charges to capital projects; perform traffic studies; update signal-timing plans; and prepare work orders.
Operate computer assisted drafting systems; review, plan and issue permits to be compliant with City policies and requirements.
Coordinate and prepare reductions of field data for development of maps, cross-sections, and other documents and prepare contract specifications and construction guidelines.
Assist with the development of engineering designs, studies, and reports; prepare, monitor, and maintain correspondence with private contractors and subcontractors working on City or private projects in the public right-of-way and prepare bid packages; and conduct bid processes as necessary.
Perform inspections on public improvements, preparing appropriate records and reports and prepare property maps and write legal descriptions.
Review engineering designs and plans for compliance with City requirements.
Prepare grant applications and associated documentation as necessary.
Design structures and write specifications for equipment and its usage to be installed within the jurisdiction of the City.
Prepare estimates and calculate fees for utility connections (street/refuse/storm drains/maintenance districts/curb and gutter/sewer/water), charges, and extension costs; obtain and perform tests on samples of construction materials and prepare charts, diagrams, and visual displays.
Prepare real property maps; estimate costs for public right-of-way work; perform plan checks and field reviews for public improvements in commercial and single-family projects.
Perform related duties as required.

Engineering technical support work, including drafting, mapping, and property descriptions.
Use of computers and computer applications related to engineering work.
Ability to:
Maintain on-going responsibility for an assigned specialized area of engineering support services.
Perform a variety of complex technical and paraprofessional engineering office and field support work.
Use computer aided drafting and design systems, databases, GIS systems, and other programs related to engineering design.
Analyze and ensure accurate property descriptions.
Develop accurate records, sketches, and notes.
Prepare a variety of records, sketches, notes, and reports.
Read and interpret maps, drawing, and property documents.
Estimate fees and issue permits.
Review construction drawings for compliance to City standards.
Evaluate plans and documents for compliance with City, State, and Federal codes and regulations.
Make accurate mathematical calculations.
Effectively represent the City Department to which the position is assigned in contacts with the public, contractors, developers, and other governmental agencies.
Operate office equipment including computers and supporting word processing, spreadsheet, and
database applications.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Education and Experience Guidelines
- Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training:
An Associate's degree in civil engineering, construction inspection, engineering technology, or a related field. A Bachelor's degree in civil engineering is preferred and may be substituted for one year of technical engineering experience.
Experience:

License or Certificate:
Possession of an appropriate California Driver License.
